A Problem with Neighbors
I lived here for two and a half years, and everything was more or less fine; I had decent neighbors. There were a couple of minor disagreements between us, but the management helped resolve everything, and—all in all—I had no complaints. After that, I lived in another state for a year and a half. Later, I returned to Utah; thinking back on the positive experience I’d had living in this apartment complex previously, I applied to move back in—but my happiness was short-lived. The first two weeks... went smoothly, but then the neighbor downstairs apparently bought himself a high-quality TV sound system. He began watching his television at full volume—blasting bass so powerful that it made the floors and walls of my apartment vibrate. I started complaining to the property manager, who instructed me to record video evidence whenever the noise occurred. Fine—I began doing exactly that—yet the neighbor continued to blast his TV at maximum power. It took a full month for my complaints to finally take effect and for him to stop making the excessive noise. But then a problem arose with the upstairs neighbor—and please don't think I'm just being nitpicky. I spent a full month and a half filming video evidence; I never wanted to get involved in something like this, and I still don't. I work in construction, so I come home tired after work and simply expect a reasonable level of quiet. I understand that the entire building is—figuratively speaking—made of cardboard; I can plainly see the shoddy materials used to construct these apartments. However, the noise coming from the neighbor upstairs isn't just the sound of someone walking around their apartment or accidentally bumping something against a wall. It’s a noise that typically starts in the evening—from 5:00 PM onward—and can last until midnight. It consists of some sort of banging against the walls and floor, occurring at five-to-ten-minute intervals. It would be one thing if this noise stopped by 10:00 PM, but it continues well past that hour, seemingly without end. I complained again, asking the property manager: "Where is the comfort and peace of mind I was promised?" I received a boilerplate response telling me to "keep documenting the incidents" and reminding me that "no one guaranteed you absolute silence." I’m a reasonable person, and I fully understand that—I’m not asking for absolute silence, as that’s an unrealistic expectation.
