How Is This Rating Determined?

Noise

I have an upstairs neighbor that keeps dropping heavy objects on the floor at all hours. I complained to Morgan and management told me to call the police. I called the police and they say it’s a Morgan Properties issue. Nothing been done and I have to wear ear plugs to get any sleep, not safe if there’s an emergency.
