Look Elsewhere!
I lived at Encore 281 for 2 and a half years. My first year living there I didn't really run into any issues. However, as the construction got further along off 281 the area became very different. My guest visiting me had their catalytic converter stolen from their truck and their tires slashed. A few weeks later, I came out one morning to the hood of my car propped open and fellow residents car windows were broken. Because of these instances, I had to get a garage because I no longer felt my... vehicle was safe in the community parking lot. There were very few garages available which meant I had to walk a far way just to get back to my apartment from the garage. The pool is often dirty, trash is always piled up, dog poop everywhere and the propane tank to the grill is almost always empty. The gate is constantly broken and visitor parking is all the way in the back of the complex, making it difficult for anyone visiting to navigate. There are often cops driving or stopping through the community and car alarms will be going off in the middle of the night. When bringing up my safety concerns with management, I was told that "it's just because of the state of the economy" ... When I moved out, I was told that management couldn't find my security deposit or pet deposit in their files anywhere. I would HIGHLY suggest to look elsewhere for an apartment that is in a different location and not directly off the busy highway.
